WhatsApp AI agent for business: how it works, costs and setup

Updated October 2026 · AdMinds AI team

[ Short answer ]

A WhatsApp AI agent is software connected to the official WhatsApp Business Platform that reads incoming messages, replies in seconds from your approved business information, qualifies the customer, books appointments and hands off to staff. You pay three things: the platform or agency, Meta's per-message fees, and the AI usage.

What is a WhatsApp AI agent, and how is it different from a chatbot?

WhatsApp is where a large share of customers already are: more than 3 billion people in over 180 countries use it, according to WhatsApp. The small-business WhatsApp Business app had passed 200 million monthly active users by 2023, Meta told TechCrunch. A WhatsApp AI agent lets a business answer that demand around the clock.

Rule-based chatbot
Menus and keyword triggers ("Reply 1 for prices"). Predictable, but breaks as soon as a customer types something unexpected.
AI agent
Uses a large language model to understand free-text messages in many languages, answers from a knowledge base you approve, and takes actions: asks qualifying questions, checks a calendar, books, updates the CRM, alerts a person.
WhatsApp Business Platform (Cloud API)
Meta's official API for businesses. AI agents must run on this, not on the free WhatsApp Business app or unofficial "WhatsApp Web" automations, which risk your number being banned.
Customer service window
A 24-hour period that opens each time a customer messages you. Inside it you can send free-form replies; outside it you need pre-approved templates.

The difference that matters to a business owner: a chatbot deflects questions, an AI agent moves a lead forward to a booking or sale.

How does a WhatsApp AI agent actually work?

  1. A customer messages your number, from a click-to-WhatsApp ad, a website button, a QR code or a saved contact.
  2. Meta's Cloud API sends the message to your agent through a webhook, within moments.
  3. The agent reads the conversation and your knowledge: services, prices, hours, locations, policies and the questions you always get.
  4. It replies in the customer's language, usually in seconds, and asks the next useful question (what they need, when, where, budget).
  5. It takes action: offers real calendar slots, books the appointment, sends a confirmation, logs the lead and conversation in your CRM.
  6. It hands off when it should. Complaints, medical or legal questions, large orders or anything outside its knowledge go to a person with a summary. Your team can take over any chat.
  7. It follows up with reminders and polite nudges, using approved templates once the 24-hour window has closed.

The best agents are deliberately narrow. They answer only from information you've approved and say "let me check with the team" rather than guessing. That's both better for customers and, as the next sections explain, what WhatsApp's rules expect.

WhatsApp Business app vs WhatsApp Business Platform: which do you need?

You no longer have to give up the app to use the API. With coexistence, a number already on the WhatsApp Business app can be connected to the Cloud API and keep using the app: messages are mirrored between the two, and chat history from the most recent six months can be synchronised. It requires a recent app version and onboarding through a Meta solution partner.

Are AI chatbots still allowed on WhatsApp after Meta's 2026 policy change?

Business AI agents are, general-purpose AI assistants largely aren't. From January 15, 2026, Meta's WhatsApp Business Platform terms prohibit "AI Providers" (developers of large language models, generative AI platforms and general-purpose AI assistants) from using the platform "when such technologies are the primary (rather than incidental or ancillary) functionality being made available". Meta's AI Providers pricing page says general-purpose assistants are now only permitted where Meta is legally required to allow them.

A dental clinic, real estate agency or gym using AI to answer its own customers is a different case: the AI is incidental to the business's service, not the product being offered. Meta doesn't publish a list of approved use cases, so the safe pattern is:

  • Keep the agent on your business's topics: services, prices, bookings, orders, support.
  • Politely decline unrelated requests ("I can only help with questions about our clinic").
  • Always offer a human. WhatsApp's Business Messaging Policy says you may use automation in the 24-hour window "but must also have available prompt, clear, and direct escalation paths", such as transfer to a human agent, phone or email.

How much does a WhatsApp AI agent cost?

Three layers. Here's how each works as of October 2026.

1. Meta's WhatsApp message fees

Since July 1, 2025, Meta charges per delivered message sent by the business; messages from customers to you are free. The price depends on the message category and the recipient's country code. A pricing update that took effect on October 1, 2026 changed what's free:

Message typeWhat it isCharged? (from Oct 1, 2026)
ServiceFree-form replies inside the 24-hour windowFirst 1,000 per phone number per month free, then charged
Utility templateConfirmations, reminders, order updatesCharged, including inside the window (free from Jul 2025 to Sep 2026)
Marketing templateOffers, re-engagementCharged
Authentication templateOne-time passcodesCharged
Free entry pointConversations started from a click-to-WhatsApp ad (mobile app), replied to in timeFree for up to 7 days

For comparison, Meta also sells its own "Meta Business Agent" message category at $2.00 per million tokens, which Meta estimates at about 4 to 5 US cents per message.

2. The AI and the platform

Someone has to host the agent, connect the API, build the knowledge base, and keep it accurate. That's either a software subscription you configure yourself, or a done-for-you service. Our AI Lead Agent is $299/mo plus $499 one-time setup, including two channels (for example WhatsApp plus your website), qualification, booking, follow-ups and CRM sync. See pricing for what's included.

3. Your own costs

Click-to-WhatsApp ad spend if you use it, any CRM or calendar tools, and a little staff time to handle handoffs and approve the agent's knowledge.

How to estimate your monthly Meta bill

  1. Count customer-started conversations per month. Replies to them are service messages: the first 1,000 a month per number are free.
  2. Count booking confirmations and reminders you'll send as utility templates.
  3. Count marketing messages (re-engagement, offers).
  4. Multiply each by your country's rate on Meta's rate card. Leads from click-to-WhatsApp ads cost nothing in message fees for up to 7 days.

How do you set up a WhatsApp AI agent, step by step?

Plan on about one to two weeks, most of it waiting on verifications and template approvals.

  1. Choose the number. A new number, or your existing WhatsApp Business app number through coexistence.
  2. Set up your Meta business portfolio and connect WhatsApp through your provider's signup flow. Add your display name, profile and payment method.
  3. Verify your business with Meta. New business portfolios can message 250 unique people per rolling 24 hours outside the service window; verification is one way to move up to higher limits.
  4. Collect opt-ins. Meta requires opt-in permission before you message people, and the opt-in must clearly state your business's name. Add it to forms, checkout and booking pages.
  5. Write the knowledge base: services, prices, hours, service area, policies and your top 30–60 customer questions.
  6. Define qualification and booking rules: the questions that make a lead "qualified", which calendar to book into, deposits, cancellation rules.
  7. Submit message templates for confirmations, reminders and follow-ups, and wait for approval.
  8. Set up human handoff: who gets notified, when, and which topics always go to a person.
  9. Test hard. Run dozens of real-world conversations, including off-topic requests, angry customers and questions it shouldn't answer.
  10. Launch and review weekly. Watch your quality rating, read conversations, fix weak answers and add new FAQs.

We build and run it for you

Our team sets up the official WhatsApp Business Platform, trains the agent on your business and connects your calendar and CRM. You approve everything before it goes live, usually in about a week.

How do click-to-WhatsApp ads cut your messaging costs?

Click-to-message ads on Facebook and Instagram send people straight into a conversation with your business on Messenger, Instagram or WhatsApp. When a customer messages you from a click-to-WhatsApp ad on the mobile app and you reply in time, Meta opens a free entry point window for up to 7 days, during which your service, utility, marketing and authentication messages are free.

That pairs well with an AI agent: the ad creates the conversation, the agent answers in seconds and books the appointment while the window is open. It also sidesteps the biggest problem with lead forms, which we cover in how to follow up with Facebook lead ads leads: the customer is already in a chat with you, so there's no cold call to make.

Is a WhatsApp AI agent worth it for a small business?

It's worth it when leads are valuable and arrive when you can't answer them: clinics, med spas, real estate, home services, gyms, law firms and online stores where customers ask the same questions before buying. It's less useful if you get a handful of messages a week and reply quickly yourself.

A simple test: look at last month's WhatsApp chats. How many arrived after hours or waited more than an hour for a reply, and what is one customer worth to you? Our speed to lead statistics explain why that delay matters, and you can see industry-specific examples on our industries pages.

[ Key takeaways ]
  • A WhatsApp AI agent runs on Meta's official WhatsApp Business Platform and replies, qualifies, books and hands off to staff.
  • Costs have three layers: Meta's per-message fees, the AI platform or service, and your own ad and tool spend.
  • From October 1, 2026, Meta gives 1,000 free service messages per number per month and charges utility templates again, even inside the 24-hour window.
  • Since January 15, 2026, general-purpose AI assistants are barred from the platform, but business-task agents with a human escalation path fit the rules.
  • Click-to-WhatsApp ads open a free entry point window for up to 7 days, which is the cheapest way to start conversations.

Frequently asked questions

Can I add AI to the free WhatsApp Business app?

Not officially. The free WhatsApp Business app has no API for AI automation, and unofficial tools that control the app or WhatsApp Web risk getting your number banned. An AI agent needs the WhatsApp Business Platform, and with coexistence you can keep using the app on the same number.

Is the WhatsApp Business API free?

No. Meta charges per delivered business message, based on the message category and the recipient's country. Customer messages to you are free, the first 1,000 service replies per phone number each month are free, and conversations started from click-to-WhatsApp ads can be free for up to 7 days.

Did Meta ban AI chatbots on WhatsApp?

Meta banned general-purpose AI assistants, where the AI itself is the product, from the WhatsApp Business Platform from January 15, 2026, except where it is legally required to allow them. Businesses using AI to answer their own customers about their own services are a different case, and must still offer a clear path to a human.

How long does it take to set up a WhatsApp AI agent?

Usually one to two weeks. Building the knowledge base and testing takes a few days; Meta business verification and message template approvals can add several days on top.

Can I keep my existing WhatsApp Business number?

Yes, in most cases. Meta's coexistence option lets a number already on the WhatsApp Business app connect to the Cloud API and keep using the app, with messages mirrored between the two and up to six months of chat history synchronised.

Can the AI hand a conversation to a human?

It should, and WhatsApp's Business Messaging Policy requires businesses that automate replies to offer prompt, clear escalation paths. A well-built agent notifies your team with a summary, and staff can take over the chat at any time.
